What Requires Approval?
You must submit an architectural application and receive approval before making any of the following changes:
- Roof replacement or color changes
- Home expansions or additions
- Deck construction or renovation
- Fence installation or replacement
- Exterior house color changes
- Outbuildings or sheds
- Dog runs or kennels
- Landscaping changes that alter drainage or grading
- Solar panel installation
- Exterior lighting additions
- Driveway or parking area modifications
When in doubt, ask!
It’s always better to submit an application than to risk non-compliance.
Living in Saddleback Mountain means maintaining the aesthetic integrity and property values of our community. Any exterior changes to your property require approval from the Architectural Control Committee (ACC) before work begins.
THE APPLICATION PROCESS
Step 1 - Prepare your application
Complete the Architectural Application Form with detailed plans, including:
- Detailed description of the proposed project
- Site plans or drawings showing location and dimensions
- Material samples or specifications (colors, textures, etc.)
- Photos of the current area
- Contractor information (if applicable)
Step 2 - Submit Application & Fee

Submit Your Application:
Email your completed application form and supporting documents to secretary@saddlebackhoa.com. Please indicate in your email whether payment was made online or mailed via check.
Step 3 - Wait for approval
The ACC will review your application and respond within [timeframe?] business days. You will receive written approval or a request for modifications.
Step 4 - Begin Work
Only begin work after receiving written approval from the ACC.
Step 4 - Final Inspection
Once your project is complete, notify the ACC for a final inspection to ensure compliance with approved plans.
FAQs
How long does the approval process take?
Approval times vary depending on the scope of the work being done. You should expect correspondence from the Board within 2 weeks.
What if my application is denied?
You’ll receive a written explanation of why your application was denied and what modifications would make it acceptable. You may resubmit a revised application.
Do I need ACC approval if I already have a county permit?
Yes. County permits and HOA approval are separate requirements. You need both.
What happens if I make changes without approval?
Unapproved modifications may result in fines, required removal or modification of the improvement, and potential liens on your property.
Can I appeal an ACC decision?
Yes. You may appeal to the HOA Board of Directors by submitting a written request within [timeframe?] days of the ACC decision.
IMPORTANT GUIDELINES
- Start Early: Submit your application well before you plan to begin work
- No Work Without Approval: Beginning work before receiving approval may result in fines and required removal of non-compliant improvements
- Follow Approved Plans: Any changes to approved plans require a new submission
- Permits: You are responsible for obtaining all required county permits in addition to HOA approval
